Our Role in the Community

CHOEDC was established in 2004 as a North Carolina-based 501(c)(3) organization with a clear purpose: to support communities through practical, coordinated solutions that address both immediate needs and long-term outcomes.

We understand that sustainable change requires more than one program or one solution. Our work spans housing, health, workforce development, and financial education because stability is built at the intersection of all four.

With decades of experience, HUD-certified counselors, community-based partnerships, and a presence across Eastern North Carolina, CHOEDC serves as both a trusted resource and a connector, helping individuals and communities move forward with clarity and confidence.

How We Support Community Stability

Over the past five years alone, we have served more than 31,300 individuals and families, supporting housing stability, financial independence, workforce readiness, and health and wellness outcomes.
