CHOEDC’s mission is to provide support and innovative approaches that focus on health, economic stability, affordable housing, financial independence, workforce development, business development, and small business technical assistance.

Our mission is achieved through Access East and the Healthy Opportunities Pilot program, with a focus on the provision of non-medical services to eligible Medicaid Managed Care enrollees. As a Human Services Organization under the umbrella of the Healthy Opportunities Pilot program, the CHOEDC main area of focus is housing services.
